chrome_public_test_apk should early-exit when encountering persistent ADB issues.

In this swarming task:

We see that all tests started timing out around 5 minutes into the test run. This is probably due to an ADB issue. The swarming task continued for 55 minutes, continuing to time out. It probably should have early-exited sooner so that the CQ run could retry on a different bot.
