As mentioned in [1], in the context of  https://crbug.com/887264 , we're disabling AdvancedProtectionStatusManagerTest.     AlreadySignedInAndUnderAPIncognito and AdvancedProtectionStatusManagerTest.AlreadySignedInAndNotUnderAPIncognito on ChromeOS since some additional changes are needed to make them work with ServiceIsNULLWhileTesting(), so this ticket is just to track that progress.
