Regression: Chopped You're Signed In screen with background wallpaper is seen when On-screen keyboard is Popped up & down or keyboard layouts are changed

Issue description

Chrome Version:71.0.3567.0/11125.0.0 dev channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Go to You're Signed In screen 
(2)From ubertray Accessibility, enable On-screen keyboard
(3)Now Pop up & down the On-screen keyboard or change the layouts and observe

Actual: Chopped You're Signed In screen with background wallpaper is seen
Expected: No such chopped screen should be seen

This is a Regression issue as same is working fine in M-67

Note: Issue is also seen in M-69 stable,M-70 beta

Hmm, I've only been able to repro this once or twice accidentally. 

+OOBE team for advice. When the virtual keyboard is about to hide, it notifies some observers (which includes the OOBE screen I assume) that its size is going be zero. My understanding is that when the OOBE screen is notified, it would synchronously resize to the full screen. So when the virtual keyboard begins its hiding animation, the wallpaper would already be covered.

However, it doesn't look like this is the case? Is there some asynchronous component to the OOBE screen resize?
