What steps will reproduce the problem?
(1)Recover build >> In OOBE, from ubertray,Open Check your system time overlay
(2)Open Time zone dropdown
(3)Press Ctrl+Shift+(+) to increase the display resolution and observe

Actual: Drop down is seen as chopped with white space in it
Expected: No such chopped dropdown with white space should be seen

This is a Regression issue as same is working fine in M-67

Note: Issue is also seen in M-69 stable,M-70 beta
