Fails to prompt for proxy auth on sign in screen

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Platform: 10895.56.0 Example URL: N/A Steps to reproduce the problem: 1. Power on Chromebook to sign on screen 2. Watch traffic on proxy server 3. See a huge amount of 407 no auth errors, 10's a second per device. What is the expected behavior? Upon receiving a 407 from the proxy server the Chromebook should prompt for credentials. What went wrong? No prompt is made for proxy credentials, hammers proxy server with 407 requests indefinitely. Did this work before? N/A Chrome version: 69.0.3497.95 Channel: stable OS Version: 69.0.3497.95 Flash Version: 31.0.0.108 May have always been an issue but the amount of attempts per second seems much greater than before.

Please see net-export log attached, the issue occurs on the sign in screen before a user signs in, device can be seen trying to hit www.google.com:443 , it know's it requires proxy auth and follows with a 407 reply but never offers the user chance to input credentials for proxy.
