What steps will reproduce the problem?
1. Launch chrome and install "pdf-xchange" extension from above test URL.
2. After installation, right click on extension icon seen next to omnibox and select 'Options' menu.
3. In options overlay, hit 'F11' (to enter into full screen mode) and click on 'Explore more' icon and observe.

Actual Result : Weird flickering of options overlay is observed in 'pdf-xchange' extension.

Expected Result : Options overlay of 'pdf-xchange' extension should not flicker in full screen mode.

This is a regression issue broken in ‘M-66’ and below is the 'Chromium bisect' information:
Good Build : 66.0.3330.0 (Revision : 531404)
Bad Build : 66.0.3331.0 (Revision : 531794)

Note:
1. Unable to provide 'per-revision' bisect as it shows "[Error 5] Access denied" error message for above range. (tried on other machines but still getting the same error again)
2. Hence provided suspect through 'Chromium bisect'.
3. Unable to reproduce issue in Mac(10.12.6, 10.13.1, 10.14.1, 10.13.6) OS.
4. This issue is not observed in other extensions.
