What steps will reproduce the problem?
1. Launch chrome and navigate to above URL.
2. Select 'Audio' option and play audio.
3. Hover mouse on 'Volume' icon.
4. Observe the progress bar of audio when mouse is hovered on 'Volume' icon.

Actual Result :Progress bar jumps back at it's initial position due to overlapping of volume slider with progress bar.
Expected Result : Progress bar should keep on progressing ,it should not come back at it's initial position irrespective of volume slider.

This is a regression issue broken in ‘M-71’ and below is the 'Chromium bisect' information:
Good Build : 71.0.3562.0 (Revision : 594164)
Bad Build : 71.0.3563.0 (Revision : 594642)

Note:

1.Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message.
2.Tried on other machines but still getting the same error again.
3.Hence provided suspect through 'Chromium bisect'
4.Pardon me if it is an intended change but,visually differentiating between Volume slider and progress bar is not easy hence when mouse is hovered on volume slider , progress bar jumps back at its initial position.
5.Issue is also seen on Latest Canary #71.0.3570.0
