Provide a feature to disable location/notification permissions on all sites by default

Issue description

These days nearly every 2nd website asks the user to provide them a permission to send them notifications and every 5th site or so also wants to know their location. This is really annoying as this is yet another popup.

IMHO there should be an option in Chrome settings to disable these permissions for ALL sites and then only allow them on those sites, where a user grants an explicit permission via site settings.

That's the default content setting.

Desktop -> chrome://settings/content/notifications
Android -> Site Settings > Notifications

The top-level toggle in ON state means "Ask by default", OFF means "block by default".

IMHO this option could be better name, i.e. "Ask before accessing (recommended)"/"Block" isn't very clear. Something along the lines of "Ask for each site by default" / "Block all sites by default" would be better. Not sure if it has a better name in other languages, but it would probably not hurt to have those reviewed by the i18n/translation team as well.
This settings page is also not very discoverable, i.e. "Content settings", which is found in the advanced settings on the chrome://settings/, is not an obvious name to search for permissions and site settings. At the very least, we could highlight the "Content settings" settings when searching for "permissions" and/or "site settings" in the search field above.
OTH searching for individual permission names such as "location" or "notifications" does highlight "Content settings", so perhaps I was just now trying hard enough. Still adding "permissions" and "site settings" would probably help other people looking for this setting.

Hmm, I thought we were going to rename it to "Site settings" on Desktop as well in M69.

And the chrome://settings/content/siteDetails should perhaps also have a way to reach the default settings.
