Currently they reject with NotAllowedError.

I've filed https://github.com/w3c/mediacapture-main/issues/545.

Status: WontFix (was: Assigned)

Based on https://github.com/w3c/mediacapture-main/issues/545, the consensus is to use NotAllowedError, so this does not need fixing.
