Regression: ‘Turn on Sync’ button is seen overlapping frame border on changing font size to 'Huge'.

Issue description

Chrome Version: 71.0.3569.0 (Official Build) Revision fb87327b9e0a0a50c96e084943e5525c25f76fd1-refs/branch-heads/3569@{#1} (32/64-bit).
 	
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14.1) and Linux(14.04 LTS).
	       
What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/fonts.
2. Change font size to Huge.
3. Now, navigate to chrome://settings/people and observe ‘Turn on Sync’ button.
 
Actual Result: ‘Turn on Sync’ button is seen overlapping frame border.

Expected Result: Button should be within the limits of the frame border.

This is a regression issue, broken in ‘M-71’, and below is the bisect information.

Good Build:71.0.3562.0 (Revision:594164)
Bad Build: 71.0.3563.0 (Revision:594642)

tangltom@: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: 
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again)
2. And this issue is not reproducible in 'Chromium builds', hence provided manual suspect through 'Change log'.

Yes, this is because of a string change.
I'm not sure whether I can do anything about this.

Also FWIW, this only happens when you set the font size to the very maximum. Making it slightly smaller, resolves it.
I will leave it open for now and see what I can do. But we likely will change the string in the future anyways.

Realistically I don't think this will ever be fixed, because it is unreasonable to expect the Settings page to look OK, with such large fonts.

Having said that, I have a bug tracking all such cases.
