servod: servo v4 - create a shorthand for type-c power supplied

To turn on/off type-c charging through servo v4, we need to 
dut-control servo_v4_role:snk (to turn it into a sink i.e. not supply power)
dut-control servo_v4_role:src

This bug is to track an effort to make those controls easier to remember/know like
dut-control type_c_pwr_supply:on/off

Probably want to keep v4 in the name still, since type-c charging control only works on v4.
