InputMethod.VirtualKeyboard.Layout reports "hwt" as "emoji"

What steps will reproduce the problem?
(1) Tap on a text field to bring up virtual keyboard.
(2) Switch to handwriting layout.
(3) Go to chrome:histograms.

What is the expected result?
InputMethod.VirtualKeyboard.Layout should have an entry with value 5

What happens instead?
InputMethod.VirtualKeyboard.Layout doesn't have entry with 5. Instead it has an entry with value 6.
