Toolbar Auto hide is not working in full screen

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Enter Full Screen 2. 3. What is the expected behavior? In Full Screen, I should be able to see toolbar as the mouse pointer hovers to the top of the screen. What went wrong? As mouse pointer hovers to the top of the screen in full screen there won't be showing the toolbar. Did this work before? N/A Chrome version: 69.0.3497.100 Channel: stable OS Version: OS X 10.13.6 Flash Version: I'm using chrome for a long time, when I miss this feature of seeing the toolbar on mouse hover it feels like I should migrate to somewhere else. consider solving the problem that has just raised on the new version of chrome.

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Mac 10.13.6 with steps mentioend below: 1) Launched chrome reported version and made chrome window to full screen 2) Moved the mouse to top of the window, able to see toll-bar 3) When mouse moved down, tool-bar auto-hides @Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue. Try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists. Thanks!
