CN65 - Blackout screen issue during Hangouts Meet meeting

Issue description

Chrome Version: 69.0.3497.100
Operating System: e.g., "Windows 7", "Mac OSX 10.6"

Can you reproduce this problem?

What steps will reproduce this problem? (or if it's not reproducible, what were you doing just before the problem)?

1. Using the new Hangouts Hardware Kit - Large (CN65)
2. During the meeting, the video and/or screen sharing session goes black momentarily and reappears
3. This issue has occurred since Sept 24th and affects several of our Hangouts Hardware Kits (CN65).
4. Nothing external is affecting the call, the issue occurs throughout the call and there is no rhythmic pattern to predict when the blackout occurs.

The issue needs a new Hangouts Hardware Kit - Large (CN65) for testing. The specific hardware is not available with test team. Hence, adding label TE-Hardware-Dependency.

Thanks for the update. This issue was actually a known bug and is resolved
now. Updated to version 69* and blackout does not reoccur.
