When turning Refresh on by default I disabled these two tests:
* ThemeServiceTest.SeparatorColor
* BrowserNonClientFrameViewBrowserTest.MAYBE_InactiveSeparatorColor

The original spec called for completely removing the tab outline strokes and toolbar top stroke. However, we went back and added them back in the case where the tab/frame contrast was too low. We should re-enable the tests and update them for the new behavior, since they probably won't pass as-is.
