Windows 10 only.
As we try not to frequently reallocate swap chain due to the swap chain size change. The new swap chain size we get from the previous frame might cause overlay downscaling for this frame.

What went wrong?
Some Intel GPUs cannot support overlay downscaling. Sending an overlay downscaling request will cause DWM to perform an extra downscaling BLT to handle this issue. This is bad because power consumption will increase.
