Allow ContextProvider process to quit when it's no longer needed.

Currently the "chromium" (aka ContextProvider) process will sit around forever after it's used, even when there are no remaining active clients.

We should make it self-terminate.

Should it terminate only when the service-manager drops its connection to it, so that the manager has control over the service lifetime?
