[WPT] Refactoring wpt_expectations_updater.py using text expectations parser

Issue description

WPT_Expectations currently does not take care of duplicated tests when adding to text_expectations file.

e.g.

testA Crash
testA Failure

should merge into one line

testA [Crash,Failure]
