Easy to Use Dictionaries Incorrectly With libFuzzer on Windows

Issue description

Passing any dictionary file to a fuzzer results in the fuzzer exiting and this line being output: 

ParseDictionaryFile: file does not exist or is empty

We should also add some kind of test for this as well.

Actually dictionaries can be used on Windows. However, in PowerShell running:
./fuzzer -dict=dictionary.dict
doesn't work.
Instead, one must use 
./fuzzer "-dict=dictionary.dict"
I'm unsure if anything can/should be done about this.
