Unable to open dropdown menus in chrome://flags page when in tablet mode

ChromeOS  11117.0.0, 71.0.3565.0  dev-channel eve

What steps will reproduce the problem?
1. Device in tablet mode
2. Open chrome://flags webpage
3. Try to open any drop down menu

What is the expected result?
Dropdown menu is displayed

What happens instead?
Page flickers and dropdown menu is not displayed.

Issue not observed on M70 (11021.34.0, 70.0.3538.41) beta-channel eve

It'd be good to fix this, but it's hardly a blocker.  If people want to fiddle with flags they can do it in desktop mode.

I found this issue on dev-channel as well, but for all dropdowns (<select> elements). Do you see the same issue? For example, https://www.w3schools.com/tags/tryit.asp?filename=tryhtml_select

Seems to be fixed on 71.0.3573.0 though.
