3.8%-4.7% regression in xr.browsing.wpr.static at 594313:594576

Bisect points to https://chromium-review.googlesource.com/1240506 as the culprit. However, this looks like just metric weirdness and not an actual regression, as almost everything in the regression range is on the Taobao page and nothing else.
