Record data use metrics for incognito traffic

DataUseNetworkDelegate is not created for incognito profiles. So no data use information is logged. However, UMA can be recorded for incognito profiles.

DataUse.BytesReceived.OS records the total traffic from chrome, and DataUse.BytesReceived.Delegate records the network delegate usage excluding incognito. Allowing incognito usage will help in finding how much gap is there in OS vs delegate. This is needed to analyze if any non URLRequest usecases are using excessive data.

I guess DataUseNetworkDelegate won't work with servicification. With servification, the requests/responses may go directly between network process and renderer.

I guess we would need to add some observer at the Blink layer?
