What steps will reproduce the problem?
(1)  try to install 71.0.3567.0/1123.0.0(Kip) with recovery USB stick


What is the expected result? What happens instead?
Failed to install the recovery image completely.  "An unexpected error message has occurred ..." message appears.  
After removing the USB and reboot the system, I'm able to see Welcome page, and able to access the system.

possible.
