SurfaceObserver should receive Surface pointer instead of SurfaceId

The callsites seem to always have the Surface*, but for some reason we pass the SurfaceId to the observer and the observer has to look up the Surface* using GetLatestInFlightSurface. We should just pass the Surface* instead.
