Issue descriptionChrome Version: 70.0.3538.45 (Official Build) Revision cbdc32e4334458954e9def214d7e5fa1ca1960eb-refs/branch-heads/3538@{#830} (32/64-bit) OS: Windows 10 (Touch Device) Pre-condition: Enable the flags 'Enable using the Google local NTP' and 'New Tab Page Custom Links' from chrome://flags. What steps will reproduce the problem? 1) Launch chrome and open NTP. 2) Tap touch on "Add shortcut" thumbnail to open its overlay. 3) Now Observe. Actual Result: Glimpse of grey focus highlight is seen on 'Add shortcut' overlay when its thumbnail is touched. Expected Result: No Glimpse of focus should be seen on 'Add shortcut' overlay when its thumbnail is touched. This is a Non-regression issue seen from 'M-69' series as 'New Tab Page Custom Links' flag was introduced from version #69.0.3497.0. NOTE: 1) Issue is Touch specific and it is not seen on Click event. 2) Issue is also seen on M-69 Stable (build #69.0.3497.100), M-71 Dev (build #71.0.3559.6) and M-71 Canary (build #71.0.3569.0). Update: With respect to comment #1, @ramyan: Yes, glimpse of focus highlight is seen for 'Add shortcut' tile and 'Edit shortcut' option of URL tiles over their respective overlays. Issue is seen even when none of the tiles is highlighted. This issue is seen only for Touch specific. Thank You..!!
