What steps will reproduce the problem?
(1) Launch chrome and fullscreen the browser from wrench menu only.
(2) Now exit the fullscreen from wrench menu only.
(3) Observe the transition effect over tabstrip.

Actual Result: Traffic signal buttons overlap with tab while exiting browser from fullscreen mode.
Expected Result: Traffic signal buttons should not overlap with tab while exiting from fullscreen mode.

This is a regression issue, broken in 'M-69', and will soon update the other info:
Good Build:69.0.3494.0 (Revision:575514)
Bad Build: 69.0.3495.0 (Revision:575926)

You are probably looking for a change made after 575689 (known good), but no later than 575690 (first known bad).

1. Issue is not seen on Windows (7, 8, 8.1, 10) & Linux (14.04 LTS) OS.
2. Issue is also seen on M-69 Stable (build #69.0.3497.100), M-71 Dev (build #71.0.3559.6) and M-71 Canary (build #71.0.3569.0).
