Pre-Condition : Add up-to 10 Persons so that scrollbar is seen in Sign out screen

What steps will reproduce the problem?
(1)In Sign-Out Screen at R.H.S observe scrollbar is seen after adding 10 persons when scrolled with touch pad
(2)Now press 'Tab' until focus moves to R.H.S -> Now press 'Tab' until last Person -> Screen scrolls to last person but observe scrollbar is not seen when screen scrolled to Last person 
(Please refer video) 

Expected: Scrollbar should be seen whenever tab focus moves to Up and Down
Actual: Instead no scrollbar is seen 

This is Non-Regression issue seen from M-62
