Regression: [Print Preview] Focus is lost from 'More Settings' after pressing tab key.

Issue descriptionChrome Version: 71.0.3569.0 (Official Build) Revision fb87327b9e0a0a50c96e084943e5525c25f76fd1-refs/branch-heads/3569@{#1} (32/64-bit) OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14.1) and Linux(14.04 LTS) Os What steps will reproduce the problem? 1. Launch Chrome, give print command and bring focus to 'More Settings' by pressing tab key. 2. Again press tab key (focus is lost), press enter key once and observe. Actual Result : 1. Focus is lost from 'More Settings' after pressing tab key and does not traverse to 'Print using system dialog...' 2. On pressing enter key, hidden drop down menu opens. Expected Result: Focus should appear on 'Print using system dialog...' This is a regression issue, broken in M-71 series, below is chromium bisect info: Good build: 71.0.3568.0 (Revision: 595545) Bad build : 71.0.3569.0 (Revision: 596015) You are probably looking for a change made after 595545 (known good), but no later than 595562 (first known bad). Kindly refer the attached screen-cast. Thank You..!! Note: Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again) Hence, providing suspect using chromium bisect.
