Animation jank when opening popup menu

Chrome Version: M71

What steps will reproduce the problem?
(1) Open vsynctester.com
(2) Right click to open a popup menu.

==> There's a big animation jank when the menu opens and closes.

Based on the trace this seems to be related to synchronous X11 and GL calls.
