Non-Regression: Default cursor highlight is missing in Add File share overlay of SMB shares

What steps will reproduce the problem?
(1)Sign into user >> Open Files app >>From  'More..' -> open 'Add new service' -> SMB shares and observe

Actual: Default cursor highlight is missing in Add File share overlay
Expected: Default cursor highlight should be seen in Add File share overlay

This is a Non-Regression issue seen from M-70

Note: 
1.Issue is not seen when Add File share overlay is opened from chrome://settings/smbShares
2.Issue is also seen in M-71 dev
