WebRTC spec's description of RTCDTMFSender.insertDTMF says:

If transceiver's [[Stopped]] slot is true, abort these steps.
If transceiver's [[CurrentDirection]] slot is recvonly or inactive, abort these steps.

At the moment this is not checked.
