No messages displayed in Snoozed page if there is nothing to display, leaving user in dilemma

Issue description

Chrome Version       : Version 69.0.3497.100 (Official Build) (64-bit)
URLs (if applicable) : www.gmail.com
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
            Edge: FAIL Microsoft Edge 42.17134.1.0

What steps will reproduce the problem?
(1) Login to your gmail account
(2) Click on "Snoozed" in the left tab


What is the expected result?
A message saying "Nothing in Snoozed" has to be displayed.

What happens instead?
No messages displayed in Snoozed page. Page is blanks and leaves an impression that the page is incorrectly loaded and makes the user to wait for long and later realise that there is nothing to display in snoozed probably.

Please provide any additional information below. Attach a screenshot if
possible.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on chrome reported version# 69.0.3497.100 and on latest chrome# 71.0.3570.0 using Windows-10, Mac 10.12.6 and Ubuntu 14.04 with steps mentioned in comment# 0. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.
Note: Tentatively adding UI component to it.

Able to reproduce the issue on Windows 10, Debian Rodete & Mac OS with Chrome #72.0.3608.4 as comment #0, didn't observe a message saying "Nothing in Snoozed"
