Regression: Translate bubble doesn't appear on 'sohu.com'.

Issue description

Chrome Version: 71.0.3568.0 Revision 7f71cc42d24459aead37184da1a27e85d0d403b4-refs/branch-heads/3568@{#1} (32/64 bit)
Windows(7, 8, 8.1), Mac(10.12.6, 10.13.1, 10.14.1, 10.13.6), Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to www.sohu.com
(2) Observe translate bubble.

Actual: Translate bubble doesn't appear on it.

Expected: Translate bubble should appear on it.

This is a regression issue, broken in 'M71' ,will soon update the other info:

Good Build:71.0.3562.0(Revision:594164)
Bad Build: 71.0.3563.0(Revision:594642)

Note: Unable to provide bisect using 1) Per-revision script as Traceback error message is thrown and 
 				     2) Chromium bisect script as Translate bubble doesn't appear on chromium builds,
Also, tried bisecting on multiple machines and same error is thrown. Hence, providing suspect manually from change-log)

The translate bubble should appear on Chromium builds.
I can't reproduce this, it works fine for me on 71.0.3568.0. I can repro after updating to 71.0.3569.0.

I now see that this bug is Windows and Linux too -- I'm reasonably confident that my change was a no-op on Windows and Linux (it's supposed to be one on Mac too, but I could believe that I miss something there).

Just to update:

Above issue is not reproducing on latest canary build #71.0.3570.0 and also on bad build i.e. Bad Build: 71.0.3563.0
