Remove proxy extension override warning for enterprise policy-installed extensions

Issue description

There is new enterprise disclosure UI being added to Chrome in the future. Once this is added, we should remove the proxy settings override warning bubble for enterprise-installed extensions.

As an interim step, we should remove the last sentence from the current bubble for policy-installs (per the attached screenshot).

Is this a straightforward string change, or is more effort needed to bifurcate and change *only* the string for the policy-install case?

Yeah, it's not entirely straight-forward, because we want to use the same string with the "you probably don't want it" advice if it's *not* a policy extension.  Shouldn't be too hard, but not quite as simple as a string change.

On the upside, ackermanb@ was looking for some more bugs... :)  (ackermanb@, we can chat offline and I can point you to some of this code)

Also removing RVG, since there's nothing sensitive here.
