Hitting the "Command" key while trying to copy a partial URL, the highlight is expanded to include the entire URL and won't let me copy partial URLs

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Go to any URL 
2. Go into the location bar and highlight part of the url
3. Try to hit "command-c" or "command-v" to copy the highlighted partial URL

What is the expected behavior?
The highlighted partial URL copies to the clipboard.

What went wrong?
As soon as I hit the "command" modifier key, the highlight changes to include the entire URL, not just the what I had highlighted myself.  When I proceed to hit the "c" or "v" to copy/cut, it copies/cuts the whole URL, not just what I had intended to copy.  

Watch the screen recording I've attached.  I had "chrome://setting" highlighted and then hit  "command".  the highlight shifted to be the whole URL.  

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.14.0
Flash Version: 

I think this is a reversion of another bug I saw here:  838541

I was told to file a new bug report.  

Hitting control or cmd both exhibit this behavior.

Sounds like  Issue 889618  (see c#8 there), but other similar reports have involved keystrokes coming into Chrome indirectly (AppleScript, Synergy) and I can't repro this with direct keystrokes into the Omnibox.

alan.hoyle@gmail.com, is there anything unusual about your input method?
Yes.  I'm using Symless Synergy 1.9.1 with the Mac as a client to a Linux server.  

I tested with a USB keyboard attached to the Mac and it does not reproduce.  

I will try updating to the latest Synergy 1.10.1 (I was unaware that it had updated), and will update.

Thanks! Looks like this is  Issue 885163 
I updated to synergy 1.10.1 and the issue still remains.  I suspect this is the same issue as 889618.
