-Do you think it is a regression or did it happen on 68 or older version as well? It's a regresession as this didn't happen before
-Please give us sample URLs to try: Mostly on facebook.com; however, the issue is not only happening there as seeems that it stops working after scrolling several times
-Does it happen after disabling "smooth scrolling" from chrome://flags? After testing it I was able to see that it helped a bit but the issue still persists

To help us repro locally, would you be able to grab a screen recording of the issue when it happens?

For me (2015 v2 of chromebook pixel), scrolling works with cursor keys but not with touchpad... 

Also, embedded vid's don't play (or respond to input in any way).

No, the issue remains the same with "smooth scrolling" disabled.
