Dev tools displays unix epoch time as timestamp on service worker

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Go to Dev Tools > Application > Service Workers 2. Look at registered service workers - most of them have 12/31/1969, 7:00:00 PM (unix epoch time in CST) as their timestamp received What is the expected behavior? Dev tools displays accurate timestamp for service worker installation. What went wrong? When looking at service workers in Dev Tools, most of them show unix epoch time (displayed in CST as 12/31/1969, 7:00:00 PM) as the date received. Several of my colleagues have replicated this as well for service workers registered across a variety of domains. Did this work before? Yes Not sure, but it worked properly early last week. Unable to reproduce the issue on mac 10.13.3 using chrome reported version #69.0.3497.100 and latest canary #71.0.3568.0. Attached a screen shot for reference. Following are the steps followed to reproduce the issue. ------------ 1. Go to Dev Tools > Application > Service Workers 2. Observed that the dev tools did not show registered service workers - 12/31/1969, 7:00:00 PM (unix epoch time in CST) as their timestamp received. kayla@ - Could you please check the attached screen shot and please let us know if anything missed from our end. Also please check the issue on latest canary #71.0.3568.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Thanks...!!
