Update the in-product link (learn more) for symantec errors

What steps will reproduce the problem?
(1)Go to a website with a legacy symantec error like https://www.capitaloneinvesting.com/a/main/authentication/signin/ValidateSamlToken
(2)Click Learn More link
(3) Land on Fix connection errors help center article: https://support.google.com/chrome/answer/6098869

Can you update the learn more link to support.google.com/chrome?p=symantec

This will take users to a specific symantec errors section of the article that's being created for M70. It will open https://support.google.com/chrome/answer/6098869#symantec

We should be able piggyback on the urgent interstitial work to override the |support_url| for ERR_CERT_SYMANTEC_LEGACY cases (so we can re-use existing strings instead of needing to add a new string for the Symantec case and get string approval/localizations). I'll have a CL up soon making that change (after I verify the change is working on Desktop and Android).

jdicroce@: The new p-link support URL isn't pointing to the Symantec section for me. Is the update for that still in progress?

The update is still in progress. It won't be going live until M70 content rolls out. I can confirm the link is correct and will open to the correct section upon publishing per this bug https://buganizer.corp.google.com/issues/117129682

Does it need to go live sooner?

Nope, that sounds good, thanks! I can land the change the use the new URL before the change goes live (it still works as before, without automatically showing the Symantec text). Then, the new support URL will be used starting in M71.

Add separate support URL for Symantec certs

This change special-cases the |support_url| used for Symantec SSL
interstitial pages "learn more" link. The new support URL (p=symantec)
will take users directly to a specific Symantec errors section of the
help center article.
