Deprecate textInput from Chrome

Issue description

Following the latest spec we should deprecate sending textInput event:
https://w3c.github.io/uievents/#changes-drafts

React seems to be relying on that though and some collaboration needed to get this cleared.

Hotlist-Interop as this event appears to be Chrome, Edge and Safari, but not Firefox. I also found this old thread:

If you search for "standardize or remove" issues, you'll find lots of similar cases. Just want to call out that it is an option to standardize as well. This doc also has some suggestions for how to navigate a case like this:
