too many toggles in the qs tray causes overlap.

When having 6 toggles (e.g., + Accessibility) in the QS tray in laptop mode, when you flip to tablet mode, the additional toggle gets pushed down but the volumne / brightness controls do not move, causing an overlap between them.

Could not reproduce on the latest canary (71.0.3575.0
). I remember we had this bug in the past, and bug report is from M70, so probably it wasn't fixed on that version.

Let me know if it's still reproducible.
