38% regression in rendering.mobile mean_pixels_checkerboarded at 593360:593397

Issue description

This regressed on Nexus 5, and is also showing up as a ~20% regression in checkerboarding UMA on Android (the percentage of frames with at least 1 tile of checkerboard increased from 0.56% to 0.67% on Canary).

Going to kick off a bisect, but looking at the regression range (https://chromium.googlesource.com/chromium/src/+log/370e13d1502c1343c8cee64d67576dafca66de92%5E..5d2f2dc7550c03eef7f506a79df939d75322c145?pretty=fuller&n=1000), https://chromium-review.googlesource.com/c/chromium/src/+/1237246 seems like a possible cause.

This sounds similar to  Issue 893860 .  I'll take this bug and investigate a bit.
