Seen: M-70 latest canary.

Repro Steps:
Boot device, black background shelf is shown before the sign in screen.

The fix (https://crrev.com/c/1252537) is merged to 70.0.3538.40, so it shouldn't be reproducible in M-70 latest canary?

The bug bash was last friday. The devices had 	70.0.3538.38. So this is probably fixed.
