Chrome OS v.69 favors wifi network over ethernet

Issue description

ChromeOS version:69.0.3497.95
ChromeOS device model: Any (Tested on Zako, Link, Lulu)
Case#:17044730, 17030582

Description:
Chrome devices are connecting and using wifi network by default even if ethernet cabe is connected. Prior v.69, ethernet has allways took precedence over wifi network when connected. 

Steps to reproduce: 
1.Set wifi network via Admin Console device policy
2.Set ethernet connection via Admin Console device policy
3.On a Chrome OS device that is connected to wifi connect ethernet cable
4.Ethernet connection established, but does to take precedence 

Current Behavior / Reproduction: 
Ethernet connection does to take precedence 

Expected Behavior:
Chromebook switches to Ethernet once connected

### Additional notes ###

Issue is not reproducible if no networks are pushed via policy (or on not enrolled device).
In this case ethernet takes precedence over WiFi, which is designed behaviour as per:
