The recipe seems to think no work needs to be done. In fact, it should be running the tests, as it is changing chromium_tests/steps.py, which the chromium recipe depends on.

It looks like it thinks no files changed, according to git? Compare that build to https://ci.chromium.org/p/infra/builders/luci.infra.try/Build%20Recipes%20Tester/b8934087774965890832, which is an earlier run of the same trybot on the CL. In the earlier run, it finds some changed files, but in this CL it doesn't somehow. Something weird is happening with git maybe?
