Should payment apps have their own page?

Issue description

Chrome Version: M71
OS: Android

"Payment apps" has its own section today under "Settings > Payment methods", but maybe we should only list them after the "Add card" button.

It might make sense to keep the lists separate if we think they are both likely to be long. But if they'll both be fairly short, I wonder if a summarized/combined view would work better. Rui, could you do some investigation and pick an approach?
