Issue description

Chrome Version: 71.0.3564.0
OS: Linux

What steps will reproduce the problem?
(1) with #enable-experimental-web-platform-features flag enabled
(2) Go to https://aw-playground.glitch.me/tab-swipe.html

What is the expected result?
Background should paint as expected.

What happens instead?

There is a white area (not-painted?) on the right and sometimes bottom side of the page. It goes away if window is resized but comes back otherwise. 


Note it is possible to reproduce this issue with a regular animation as well but it is only manifested for one frame at the beginning and then it disappears (try loading the attached testcase). With ScrollTimeline, the issue can be seen much easier.

I think this is a paint related issue but I am not sure.

Exactly what device was this on? I can't reproduce on a Nexus S with 71.0.3567.0.

Linux desktop with devtools mobile emulation on.
So does it only reproduce on DevTools emulation?
Actually I just managed to reproduce in on Linux without devtools emulation. Version: 71.0.3564.0 (Developer Build) (64-bit)

This is a corp gLinux machine.

I can't reproduce on linux with device emulation (that's Beta M-70) nor Mac with M-71 device emulation. I don't have touch screens and don't know how to swipe otherwise.

Can you still reproduce? If so, can you try the bisect-builds.py script to idnetify a breaking change?
As for swipe: You can also do horizontal scroll. Shift + wheel scroll achieves this.

I can reproduce without device emulation with shift-wheel scrolling. I will try to see if I can bisect thought I am not sure if this is a regression.

Can't repro on 70.0.3538.54 linux with DevTools emulation.

Is it working in Canary or something later than M-69?
