Dynamic Type: Infobar buttons aren't scaling up

With large fonts.

What steps will reproduce the problem?
Open a page in another language.

What is the expected result?
The infobar button should have top and bottom padding.

What happens instead?
The text is touching the top and the bottom of the buttons.

If Accessibility Category:

Max height of infobar = height of content area (everything between the toolbars). 

This will enable the X to always be visible. 

Within the container we can enable scrolling.

It also seems like we can reduce padding on the sides here.
