Response / Preview hangs for a while on DevTools - > Networks on 1 mb null bytes file

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36
Steps to reproduce the problem:
1. Generate html page with 1 mb file size where all symbols, except last is 0.
$fp = fopen("1mb.html", "wb");
fseek($fp, 1024 * 1024 - 1, SEEK_SET);
fwrite($fp,'a');
fclose($fp);
2. Open page with chrome and go to DevTools -> Network -> Preview
What is the expected behavior?
Preview normally shows data
What went wrong?
Preview and Response hangs.
Timing shows result after ~30s.
DevTools use near 1 GB in memory.
Did this work before? N/A
Chrome version: 69.0.3497.100 Channel: stable
OS Version: 10.0

Thanks for filing the issue... As per comment #0, Tried to created a file and dropped in to reported chrome 69.0.3497.100, as we are not seen any data. @Reporter : It would be really helpful if a sample file/URL is provided, so that we can investigate the issue further. Thanks.!
