RTL tab switching using cmd+option+right/left arrow is backwards

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Click cmd+option+right/left arrow.
2. You moved to the opposite direction (from the pressed arrow).  

What is the expected behavior?
It should move to the tab in the direction of the pressed arrow.

What went wrong?
cmd+option+right/left arrow it moves to the opposite direction (from the pressed arrow). 
e.g. cmd+option+*right* arrow moves you to the next *left* tab.

Did this work before? Yes Chrome 67 if I remember right (the last version that didn't support RTL)

To clarify, this is about tab switching. To repro:
0. Launch Chromium in RTL; do something like
  > debug/Chromium.app/Contents/MacOS/Chromium -AppleLanguages "(he)"
1. Open several tabs
2. Use Command+Option+Right/Left arrow

The tab selection should move in the direction of the arrow.

c#2 Sorry, but I didn't understood, should I run it (step 0) in the terminal? ('Cause it didn't worked)
I'm using Chrome in Hebrew so I didn't understood what will be the different.
This isn't an instruction for you, just a clarification for those working on Chrome on how to reproduce the issue. It's a set of steps for them to get their local copy of Chrome to run in Hebrew so that they can see what you see.

** Mass UI Triage **

Able to reproduce the issue on Mac OS with chrome Canary #72.0.3608.4

Test Setup:
------------
1. Changed the Mac OS default language to hebrew

2. Installed earlier M67 build #67.0.3364.0
2A. Observed the tabs are showing LeftToRight Way, where cmd+option+right/left arrow is working as expected.

3. Installed later M67 build #67.0.3396.99
3A. Observed the tabs are showing RightToLeft way, where cmd+option+right/left arrow is working in opposite Way.
