PWAs should install at the top level of the system menu, not in "Chrome Apps"

Issue description

Chrome Version: 71
OS: Windows, Linux (soon macOS)

What steps will reproduce the problem?
(1) Install a PWA (e.g. https://killer-marmot.appspot.com/web/).
(2) Look in the Start Menu or Applications menu.

What is the expected result?
App is installed at the top level.

What happens instead?
App is installed in a "Chrome Apps" folder.

Honestly, I could go either way on this. I don't think it's inappropriate to put it in a folder called "Chrome Apps", even though these are PWAs now, not Chrome Apps Platform™ apps, they are still "apps installed through Chrome" so I think it makes sense to group them. And this way is much less spammy.

On the other hand, if they are meant to be first-class citizens, then perhaps they should be installed at the top level.

Honestly, I don't think it matters much, since these days there is so much crap in these system menus that you usually tend to search for things, rather than scroll through looking for them.
 
I vote for top level. They're meant to be first class citizens, and shouldn't be relegated to some other place. And since users CHOOSE to install the app, it doesn't feel spammy, if they don't want it, they don't have to install it. If you don't want it to be spammy, I'd suggest we don't put it on the desktop as well, but that's another issue ;)

As for search vs browse/scroll, I think that it depends on the user. I've watch family browse/scroll, and my more tech savvy friends search.

Technically, should be pretty simple to change.
